as long as its 1080p your good. Gw2’s ancient engine doesnt support anything about dx9.

You won’t benefit from high refresh rate if your fps is not as high.
Refresh rate is related to FPS.

1070 can support 1080p easily as for wanting your FPS to hit 144, you will need a super computer level cpu since cpu is the bottleneck for this game.

Do you have the budget to get a G-sync monitor? High refresh rate monitors are best with first person shooters games, esp if you are competitive. Games that you cannot get to 144 fps will benefit more from adaptive refresh rates ( G-sync or Freesync) to improve the perceived smoothness.
