Correct me if I’m wrong but those presents show up for everyone.. And disappear after a time; like the Skritt robber. It has nothing to do with other people stealing them.

I thought they were individual also. I’ve gone back along the route before to pick up one and it was just sitting there with people all around it.

Maybe the OP is just angry that the others aren’t helping fight the skritt? And used “steal” improperly?
This is the second time I’ve seen references to presents outside in the open world (outside of Divinity’s Reach). Or, at least, it seems that is what the posters referred to.
Has anyone seen the old presents pop up on regular maps? I’ve looked, but not seen any.
Yes, I have open a few of the giant presents out in Gendarran Fields yesterday.
They spawn ~5 skritt and 1-2 presents which are able to be picked up by anyone who gets there before they vanish, after a few minutes.
They can not be Ninja looted but you can run in, pick up the presents and leave while someone else occupies the skritt. I think that is what the OP is saying.
P.S. they do NOT show up on the mini or main map like the Halloween portals did.
Also it seems that not all the big presents drop little ones. Mapping today I came across two that only contained skirt.. Maybe that is what the OP came across.

Just opened two in Frostgorge. They are no longer marked on the map.
