Problems:
So Guild wars 2 is has launch for more than a year now, many guild members have come and gone.
Many old guilds out there are facing inactivity issues. Guild UI show statistics like 20/500 members online.
Guild activity like Guild missions start lacking members. Guild dungeons and WvWvW runs have issues forming party. Gathering large number of people to do something just became so hard.
Old guilds with strong history find it difficult to merge guilds. People have bonds and fond memories that do not go away so easily. Disbanding guild is painful.
Perhaps a near future guild improvement announced by Arena Net will help determine who to kick for long time inactivity so that membership cap will be freed up for new members.
Nevertheless issues like hardcore world bosses (Teq and wurm) will never be possible for 1 single guild to handle alone. Even TTS uses multiple guilds (teq terror squad, taco terror squad, etc….) to form a mob for hardcore boss event. And there is problem of creating a TTS only overflow.
Solutions:
I believe the solution Arena Net is searching for is: Guild Alliance & Guild Hall
1. Guild Alliance is more than a just a new chat box.
Guild Alliance will allow one guild in the Alliance to broadcast guild missions or hardcore boss raid. Members will just have to click a button in the alliance UI to accept and teleport to:
1a. An overflow map for hardcore boss raid
1b. Guild Hall (does NOT exist, why Anet???) to gather up for Guild Bounty

2. Guild Hall can also provide portals for
2a. Teleport to a selected map for WvWvW for guild runs
2b. Selected Dungeon waypoint for runs
Additional features for guild halls can be purchased by gems. Be it decorative or more game functional convenience.
