Either. It will upgrade an f2p account and you’ll keep all the progress, chars and stuff or you can create a whole new fresh ’n clean account.
You’ll get a full core account.

True enough but sometimes it feels more like being petty not to buy it than cost concerns.
Disclaimer: I have a non HoT account that I bought before the release of the expac. Not going to upgrade it, but if I was buying new I would just go for the HoT.
Non-Hot is available for almost half the discounted HoT price.
Haven’t looked for a couple of weeks but in the UK those prices were about £12 for core and £22 for HoT. That’s a significant saving, especially if you just want it for dailies and extra storage.

When did being frugal with money become being petty? No wonder so many people get in debt with attitudes and thoughts like that. It’s not petty to wish to not pay more for something or to not pay for unneeded features. Do you go somewhere and insist on paying extra for things you don’t want or need? Of course not. If someone is buying an extra account to make ingame money then every dollar they spend takes it that much longer to break even.

Having a regular day one account and upgrading to HoT, along with a purchased core game account, just before HoT, is really nice. It doesn’t take long to do the core account things that benefit my Hot account. But, having a guild is a must here.
Having 2 Hot accounts would make me want to advance both accounts equally and that’s simply too time consuming for me.
