I am in a small guild and we would like to take a guild hall, if we fail the mission is there a penalty. Do we have to pay again or… Any info would bw appreciated

Not unless you wish to change Guild Halls; then there would be the same cost, again.

No. You will be able to repeat the mission as many times as you’d want, until you succeed. Or decide to change guildhall for a different one.
