Also contacted support about it, which replied to me as follows :
I understand your concern about being able to craft Guild Armor. The Guild Armor is suppose to be very difficult to unlock and craft. So from what we can see this is working as intended. However if it is not, or you feel it is not, your forum post will help bring this situation to the developers attention. You can also submit an in game bug report as that will send the necessary information to the developers so they can look into this.
I just submitted the suggested bug report in game. It would be great to get at least a conformation that its working as intended and perhaps a hint on were to look for it.

It might be that we need a recipe to learn how to craft the insignia first before we can craft them. This could come from a (high level) scribe, raids or other content. However so far nothing like this as been reported or listed on the wiki.
Since its guild armor it would make most sence that its something guild related from which we get them. Raids do not sound to logical here, as that would lock out any non raiding members from the guild armor set (and it already has legendary armor bound to it, so a 2nd armor set bound to raids sounds a bit unlogical). Since scribe is considered as mainly a guild related crafting profession i could see a link here. However given that the insignia are accound bound, everyone needs to craft his own and with the current state of Scribes i can only hope that a High level scribe will not be a requirement.
The unlock of the recipe’s is already hard enough atm for both the guild as well as for the player. You need 40 Crystalline Ore ore and 10 commendations to unlock each part, so getting just 1 full set costs 240 Crystalline Ore and 60 commendations This is about as much as the 250 Crystalline Ore which you require to craf the 250 Crystalline Ingot, needed for the Gift of Maguuma Mastery which is required to craft the new legendary weapons. The commendations require 60 succesfull guild missions in order to get which is at least 6 weeks if a guild would have all missions unlocked and you could join and complete them all. Since no guild has all 10 missions yet (it requires guild level 40) its even longer right now.
So it feels to me that the guild armor already has its required gates on being hard to get. The guild insignia seem to mainly function as a time gate, and require members to be arround in the guild long enough as it has likely something to do with the shimmering or tenebrous crystals that you can only get from the guild ore node. This mainly to stop existing members who had piles of commendations from buying the set all at once.
Since shimmering or tenebrous crystals do not show up in the discovery panels of any max level crafting, are listed as crafting materials only for weapon and armor crafters, can not be salvaged or put in the mystic forge. And shards are a lower tier of crystals so far in the game, it seems to me that something is currently not working as it is supposed to do. aka bugged
