What is the best community server that has nice players and nice and chill and likes to talk and hangout

Servers mean next to nothing except for WvW due to the megaserver system. People from different servers are going to get thrown into the same instance anyway.

Jade sea or seafarers rest, or desolation if planets align correctly

High rank isn’t necessarily better though. Just means potentially longer queue time.

The best WvW server depends on how you like to play. The ones full of people are likely to be large zergs.

I suggest you post in the WvW forum, say how you like to do WvW and ask for recommendations.
