This is something I was wondering as well, would love an official answer.
If it’s the same as in GW1, it doesnt really matter what level you are for the minigames, and the quests were often limited to starter areas. So I don’t think you need to be 80 to enjoy it

That is my hope, but I could just as easily see 99% of the stuff you are able to do at any level, but to get [Mad King Thorn’s Awesome Sword of Awesomeness], you will need to collect stuff from multiple zones (including Orr).
The loot you’d get though will be level based so if you get a kewl looking weapon an you are only level 40 then it will be worthless very quicky but if you are level 80 then it would be valuable for a long time.. Remember this ISN’T GW1 so things can and probably will be DIFFERENT in how they distribute and create things for THIS game.

I am not really concerned with the stats or level, as much as I am about the skin. I feel that the skin is more important than the stats. The stats in this game have a very finite ceiling, whereas a good skin will last forever.
Considering they upscale you to 80 when you go into PvP I’m sure you will be able to handle all the event content. Wouldn’t make sense to be exclusive to max levels this early in the game’s release. Plus GW never has been one to make holiday events inaccessible.
