This is an international game yet the prizes for the halloween contest only allows the participation of Canada/Usa/Europe. May I ask why? I mean, how much would hurt you spending 20 bucks in sending the package? Make the contests international from now on. Is not fair.

Im sorry for Quebec and your laws but I can assure the rest of the world does not have any issue or law against this. Is just being lazy. I live in Argentina and there is not a single law against it. Dont try to justify what cannot be justified. Again, Im sorry for you if the law doesnt allow it.

Actually Concept is wrong … on so many levels.

Axel, the reason for this has to do with legal costs. When you enter contest you “agree” to play by the set rules. The problems is that some of this rules may be illegal in Argentina.

Now… are they? probably not but Anet would have to pay a legal team to review Ecuadorian, Argetinian, Bolivian, Colombian, Peruvian, etc law to cover themselves form any potential lawsuits.

USA, Canada and EU have pretty standard regulations which have already been studied before and thus are easy to simply copy and paste a set of rules.

Shipping cost is cheap, as you pointed out. Legal costs… those are expensive.

Argentina is a representative democracy. It’s government is incredibly similar to the United States, so while your comment is incredibly offensive; it’s also wrong. It’s also off topic and political; politics don’t belong in a GW2 forum.

OP, I’m sorry that Argentina is excluded from the contest. I hope an ArenaNet staff member sheds some light on this, as I’m really curious why other countries are excluded.

Discrimintation is absolutely an over the top sensational description. As others pointed out, it is likely a legal / tax issue. Though I would be interested to see an official response.

Right, do you live in Argentina? Because I did for a great deal of my life, and these taxes do in fact exist.

No I do not live or have lived in Argentina. I do live in Ecuador. As Axel said he currently lives in Argentina and says no such tax exist. your point being?

Anyway 2 things from the top of my head:

1. The taxes you are referring (which not always apply anyway) are not for receiving free stuff but for the act of importing goods and usually fall on the receivers end unless both parties negotiated different incoterms.

2. Many countries, including the US, have taxes for receiving free money. Win a sweepstakes? you have to report it to the IRS and pay taxes over it.

The reason I said you’re post is wrong its because your post is politically charged and attacks a country and its people for no good reason.

1. Anet is not trying to set up a branch in Argentina, why would they care about taxes that stop business growth?

2. Custom taxes (or fluffy bunnies as you called it) exist in almost all countries in the world, again including the US. Even if the goods in questions are free.

Either:

1. There is a law or tax that prevents ArenaNet from running the contest in Argentina (and elsewhere), or

2. ArenaNet is excluded you because they don’t like you.

Which one is more likely? :P

Unfortunately, due to the laws governing contests in each of the hundreds of different countries around the world, we have to restrict the eligibility to regions where we have publishing and legal support, and currently this is in North America and Europe.

Additionally, certain provinces such as Quebec, have laws which restrict contests, and due to those restrictions, residents there are not eligible to participate, unfortunately.
