Haven't played since release
A lot of things have changed since release, feature-wise.
If you didn’t really get into the game at release anyway, I would recommend jumping in-game and checking thing out. If you never got into it, surely it would be difficult to compare the current state of the game to the one that you briefly experienced?
Here’s a list of the biggest changes I can think of:
-NPE (new player experience): there are more level-caps on skills, features and content
-Wardrobe system: used and unlocked skins are now permanently added to the wardrobe
-Ascended crafting: you can now make armour and weapons with BiS stats
-Fractals: hard dungeons
-Tequatl revamp and Triple Trouble Wurm: Hard-mode boss encounters
- Edge of the Mists: An additional WvW map
-TA Aetherpath: another hardmode dungeon- an extra path added to Twilight Arbor
-Living Story 1 + 2 : Follows the story of Scarlet Briar and Mordremoth
-3 maps added with the LS, Southsun Cove, Dry Top and The Silverwastes
-Trait changes
- Heart of Thorns expansion in 5 days
Do i need the living story stuff to advance in the game? i never logged on to unlock alot of that and now it seem i need to buy it for 16$…

Not to advance, no. If you just want to see it you can do that for free by doing it with someone who has it unlocked. To get the rewards you must have it unlocked though.

It depends on how you define “advance”.

But you can experience the story by “hi-jacking” somebody else’s instance. For example, if a guildie or friend was playing through the LS2, you can join their party and enter with them to experience the story. I would recommend playing LS2 for the story- the game will make a lot more sense then, especially with the arrival of HoT.
The new maps and events are not locked behind the LS2, so even if you don’t have it you will still be able to access this.
Ah ok, are the rewards worth it? Should i buy the pack?
I’m thinking of buying HoT, but maybe after i exhaust the core game. although there is the new masteries stuff. Also new car slot since i had gw2 core game registered when it came out.

Imo, the rewards are worth it. The story is repeatable and you get rewards once for each character you play through it. Mawdrey is a nice skin, and the scavenger hunt for it is good fun. It’s also one of the cheapest ascended backpieces in-game (if not the cheapest). You get a bunch of champ bags and even a black lion key for one of the story chapters.
Purchasing also means you can play the story at your own speed, rather than being dependent on a friend or guildie who might want to rush through it and skip cutscenes, or isn’t online all of the time that you are online.
It’s also quite a considerable amount of content. Each chapter has about 5 instances if I recall correctly. Each chapter can take 1-2 hours if you don’t rush, and then there are also a bunch of achievements (a bit like hard-mode missions in GW1) that take quite a while to do. If hard-mode interested you in GW1, this will definitely keep you busy in GW2
Complete Personal Story first though, there’s an NPC that you get directed to (after completing PS) that explains to you what happened in LS1. LS1 is currently unplayable as it was released before the story chapter feature was released- LS1 chapters were only playable during the time they aired.
