Hearts and Dynamic Events
Crafting food will help by giving you 10-15% exp boosts depending on the food. That will help you level a lot faster. Being in a guild that uses exp banners can help too. Or if your so inclined, you can buy exp boosters in the gem store.

It seems that there needs to be more hearts to complete to earn more better gear and be more stronger. Because when I play, I finish all of the hearts in the starting area. I go to the scout to discover more, but they are way above my level. I did huge amounts of dynamic events, and still I struggle.
You’re actually encouraged to do more than just the hearts in your racial starting zone. Personal story and other starting zones are fairly easy to get to if you’re having trouble meeting level requirements.
You can explore all the Cities for several levels, as well. And free Transmutation charges!

I agree with the OP that there should be more ways to gain XP. I’m currently leveling an alt and I find it extremely tedious to try and level, for starters. Add to that, that I can complete an entire map and still be 5 levels short of moving on to the next level map, which is just wrong, IMO. I shouldn’t have to craft (and bore myself to tears) or pull out some tomes of knowledge to level up. BTW, I use killstreak boosters, XP boosters, and food that gives extra XP, and I’m still 5 levels short at map completion. This seems broken.
If you’re booster stacking, you shouldn’t be doing map completion.
Booster stacking strategy: Kill every mob in sight. This will not only tag/complete events and Hearts, but also give you “exploration bonus” experience for killing mobs people usually leave around (think: Wurms and Moa’s). This bonus experience can be up to 300% of a mobs normal experience, iirc. I don’t know if it stacks with boosters. (With boosters, you can achieve upwards of 5x normal exp from mobs.)
If you’re doing map completion, you should be doing every event you see.
Map completion is supposed to ease you into where you go next, not be a base requirement for leveling up. If you want it to be easier, 100% (or actually 99%) every zone of the appropriate level before moving on. You should hit level 80 at around the level 60 zones. Remember to start with Major Cities so you’re level 6 when you kill mobs.
Note: The reason for 99%’ing maps is that you get experience based on the zones level for everything in a zone (towns are level 80, but only give experience at your level), except map completion which is a % of your current level. If you 99% a map, then come back at level 70-ish, you can finish the last thing in every map and easily level up. If you want to take this to the next level, avoid Major Cities at all costs.
Also: Save the personal storyline for around level 70, as well. The experience from this is also based on your current level (and typically sets you at 100% of your current bar, so if you want to take that to the next level, you’ll do the story at 0% experience).

Or your doing something wrong. I was leveling an alt the other day and earned 5 levels in about an hour using a +10% exp booster +10% food and a +10% utility booster and I think I have about +6% account XP. Don’t forget to till anything that has a yellow name. Most people ignor them as they are not hostile. So you normally get bonus exp from them. I was scrapping the outer wall of DR and killed around 5-10 cliff bats that gave me 750 bonus exp per kill. They where yellow names too. Failing that you should be able to take on monsters 5 levels over you. As long as you know how to play the class and the game. Other wise key farmers wouldn’t be able to farm a key in 20 mins.

Key farming relies on NPC’s and scaling disparities at level 1 via Runes/Sigils which aren’t “supposed” to be used until level 14 (with the first green drop item).
Yes, there is a level 8 full green set, which is the lowest level helm and shoulder that give stats. They have no inherent runes, though, and are precision based, not power based. They’re also only for light armor.
With full Power runes/sigils/gear, at level 1 you can have >+75 Power before Food/Potion (this isn’t counting armor, but counting everything else, because I don’t know the power on armor off the top of my head).
I don’t think you’re supposed to pass 100 Power at level 1 when your other stats are sitting at 20.
Additionally, this is shown even more when you get upscaled from level 2 in WvW (or level 1 if you have a really old character exploited out of the tutorial). You can easily hit 2500 in 2 stats and almost reach 2000 in all the other stats if you put on the right combination of gear. If you get WvW bonuses from a guild-claimed location, you can hit 2500 in every stat.
Might, Empower Allies, Spotter, Strength in Numbers, Banners, Food, Potions, Signets, and Bloodlust get factored in after the 2500.
I always find my newly-created characters level up tooo fast for my taste. I do key runs, never use anything but the gear I find, and never add anything with a bonus attached. Lol, I sell them, instead.
Maybe it’s just because we vets know where the DE are bound to occur. /shrug
I suggest that instead of running from heart to heart you kill the trash mobs on your way to the next heart. Also make sure you are doing the event chains (sometimes these are missed) you can check the wiki to see all of the event chains available in a map area.

Well, also because DE don’t occur fast enough anymore, even with Megaservers. You have to actively camp an area before progressing if you want to stay on par with the levels.
I know exactly where to go to finish hearts, vistas, PoI, skill points, so I don’t end up aimlessly moving around trying to find out how to get to that Point of Interest at the top right of Metrica Province, netting me 4 Dynamic Events, which translates into an extra level before giving up and finding it later when I’m “on-par”.
I think there are 4 starting area. Have you done all of them(vistas poi also)?
if you done all of them, you can try doing some of the personal story.
There are also tricks like using exp food. I done my fair share of leveling up having 20+ level 80. I never have so much problem finding ways to level.
If everything failed, you can try doing a bit of level up through chef crafting.
This is an overall problem in the genre. People are used to quest hubs and zones, so they just stay in the zone until they complete it, before moving on to the next one.
It plays in a linear fashion that players are used to. GW2 should’ve just eliminated levels, and opened the entire world up with scaling. I can’t remember, but i think this was their original vision, but they changed it.
This would bring all sorts of problems though, if they changed it now, such as players populating Orr, or Frostgorge only. It’s sort of like EotM really. lol.
Do the events too. Stop and do every single event you come across. You’ll get more loot and XP to bring you up to the level you need to be to start the next area.

I can agree with that.
But I think most of the people complaining dont’ know there are 4 starting zone and personal story. I dont’ think they should have a problem leveling up if they tried every zone.
There are 5 starting zones: Queensdale, Wayfarer Foothills, Plains of Ashford, Metrica Province and Caledon Forest.
You can level up quite far by visiting and/or finishing each of them. Try traveling through the Mists to LA and then exploring some of the other low-level areas. You will not have to worry about being under-leveled that way.
You can also explore each map more than just finishing the Hearts, Waypoints, etc. Finding and killing mobs in out of the way places is fun and XP-profitable! Never know when you might stumble across a Mini-dungeon, Jumping Puzzle, or something else interesting. =)
