I know it’s just a nitpick, but is it just a clipping issue? On a human female, heavy shoulders conform and wrap around the shoulders so much better than Norn females. It’s not that big a deal and I don’t think this would classify as a bug, but all the heavy shoulders do this on Norn. I’m sure this has probably come up before and I know Charr and Asura have it way worse xD.

Actually it is a bug, The shoulders became messed up some time ago and dozens of threads popped up as a result. It was mostly likely a tweak on the skeletons or something that caused it. Anet did not want to revert the change that caused it, for whatever reason.
