If a server is full then a person who wants to transfer to it either has to wait for it to drop to very high due to population fluctuations from people transfering out or wait till ANet increases the capacity, which they do periodically when a number of servers are full.

If you are not going specifically for WvW you have no need to join Blackgate, since you can still play with people in the same region in PvE from any server.

Australia time of 11:05pm would be 5:05am Pacific Time. Thus, you would want to try all evening your (Australia) time, say from 6pm to 11pm. This may or may not work. Again, unless you are transferring for the specific reason of wanting to play WvW with your friends, it does not matter which server you create characters on, as long as the servers are in the same region (NA or EU).

Edit: Posts that didn’t support your theory. A theory that was brought upon by one forum members misinterpretation, the same as what you’re doing. While my theory is based upon how every other mmo server works, even ones owned by NCsoft, who also own ArenaNet

If you want to get onto Blackgate for WvW, you have some work to do, as has been said before. The same would apply for all 3 Tier 1 servers (BG, TC, JQ).
If you want to get in to play on the server with a friend but don’t care about WvW, you can do that on any server in your region (NA or EU).
If you want to WvW and your friend is agreeable to a transfer, go to a lower pop server. I’ve heard that T2 and T3 are fun.
