Hero Points, Traits, Builds?
You will just have to earn more Hero Points to unlock the other skills/traits you want. There is no re-allocation. By L80, you will have earned more than enough to unlock every skill/trait/specialization, sans the Elite Specialization coming with Heart of Thorns.

Why do you need to delete? Just keep leveling and do hero points on map and if you do that then before 80 you will have all the traits/utility skills unlocked.

Character level-up works just fine. In the grand scheme of things, it makes little difference on low-level characters.

As Inculpatus mentioned, you will not be unable to spend those points, but do not fret! You will have enough Hero Points to unlock everything, just by leveling the character to 80. Completing Hero Point challenges in the open world, will allow you to have more Hero Points than what you’ll need.
OP, are you talking about refunding the Hero Points you used to train your traits and utility skills, or re-assigning your traits and Specializations? They are two different things, and newbies sometimes mix them up. Hero Points can’t be refunded, but traits and Specializations can be changed at anytime. If you mis-spent your Hero Points, you will earn more through leveling and Hero Challenges, so you’ll be able to get the build you want eventually.
Ok thanks folks. what I meant was that I spent a couple points on things I do not need for the build I want to pursue. I (for whatever reason) was under the impression the hero points you aquire in the game was only enough for one specific build (traits, specialization, etc)
use Tomes of Knowledge from SPvP to quickly get to high level.

Not at all. In fact, the first character I rolled after the change to the HP system had every skill, trait, and core specialization unlocked by level 73 just from leveling, doing personal story, and completing maps as I went.
