Hero Points: how many, when?
You get enough HP by level 80 to unlock all of the core skills and traits (though you can do the challenges to unlock stuff sooner).
As for what levels you get them, couldn’t tell you sorry.

There’s a chart on the page (click Show on the blue field) that will detail how much you get and when. Starts of with about 5 points every other level, then grows to 18 per odd level before 80.

Level Reward Changes
Base attributes now increase at every level from 2 to 10 and every even level from 12 to 80.
Hero points are now earned every odd level from 11 to 80. A total of 398 points are earned through leveling.
Weapon skills now unlock by level 8.
Underwater weapon skills all unlock together at level 8.
Weapon swapping now unlocks at level 10.
Skill training now unlocks at level 11.
Utility skill slots now unlock at levels 11, 15, and 19.
Profession skills unlock at levels 5 (F1),11 (F2),15 (F3),19 (F4), and 31 (engineer F5).
The WvW tip has been moved to level 31, but characters may enter WvW at any level.
Specialization slots now unlock at levels 21, 45, and 71.
Various smaller milestones such as equipment slots, personal story steps, and tips have had their levels updated.
(Be aware…some characters started with a deficit amount of Hero Points after the patch, and experience a delay in the onset of earning more Hero Points.)

Darn it, I’d looked at that page, and completely missed the small text saying “show” in blue on a blue background. I wonder how? Anyway – thanks to everyone that pointed it out.

I am a thief and after maxing out all training, I still have 209 Hero points left over. How many Hero Points am I missing? All I know is there are at least 4 that I am missing from WvW.
Something is definitely amiss. I just went through levels 23 and 25 and got no hero points.

It’s “normal” as I found out, to shoehorn your character in a specialization and unlock the skills the algorithm thinks you wanted they spent more HP then you had.
Meaning you have a “HP debt” which you’ll need to catch up to before you have HP you can actually use.
I’ve gain 6 lvls since the patch, the only new HPs I have are from challenges.

Yeah, I’d noticed that was the case from the bug report forum. I’m relieved, a little, that it should work out at the end, but I’m kinda peeved currently for having spirit weapons on my lowbie guard and earth instead of fire on my lowbie ele. :\
