Hero Training Respec
If I’m not mistaken in order to research reaper you have to have all lines maxed. If you are level 80 you automatically get enough points to max all the core lines.

I have enough HPs just from leveling to max all core lines. Plus for Elite specialisation, there are Hero points at HoT maps where you will get 10 HPs from each.
You can check this with Books of knowledge and/or those “Instant level 30” items. If you will use for example one “Instant level 30” and 50 books, you will have core character instantly at 80 with enough HPs to fully max all core lines. For Elite, you just need to do couple (25 exactly) Hero places in various HoT maps, which will take one evening if there is a HP train on those maps (use LFG for this).
The other option is WvW hero point tokens. (I forget the actual name of them.) I do EotM every once and a while and you get these tokens pretty easily. This allows you to unlock a random HP in core Tyria, or spend ten at a time and you can unlock a random HoT HP.
Proof of Heroics. You get them at each WvW level up.
elite spec is class progression after you mastered it completed all its traitlines and skill trees then you are able to start working in elite specs. respec wouldnt hel as you need them maxxed out eitherway just do hp on hot maps or wvw or open world as some suggested
I’ve map completed all of the PvE maps on my Warrior. Last time I looked, I had a substantial excess of HPs awaiting the next elite specialization that is added to the game. I want to say the number is north of 300, but I could be mistaken. And yes, that is after maxing out the Berserker trait line, along with all the regular warrior skill and trait lines. In short, go play the game, you’ll end up with more than enough hero points for everything.
I found this to be a nice quick way to finish up an elite spec on my older 80s I haven’t played in awhile, as well as when my newer Revenant hit 80 a month ago.
