First I’d like to thank Anet for the Timekeeper Shield. It’s the most awesome shield skin you have put out to this day, what with the great animation, looks and the ticking sound effects as you unsheathe the weapon itself. However it comes on a bit of a bitter note.
This was the shield that should have been the Chronomancer specialisation reward skin. Horologicus was a complete letdown, with it’s lack of animation or sound effects and the fact that it sits a foot away from the characters arm.
But I guess you can’t make money off it as a purely collection item rather than a Black Lion chest item. This does not anger me, only make me feel a bit disappointed.

I couldn’t help having the exact same thought when I saw the 2 skins. Come on horologicus don’t feel like it even have any animation at all. It’s just a rusty broken clock while time keeper shield is a brand new device that work perfectly and soundly.

Agreed. I love Horologicus, but the lack of animation for something that should obviously be animated was a huge let down. Glints Bastion is animated so why not Horologicus?
