And besides. If the HoT Gear becomes popular on the TP, more people will jump on HoT areas to farm them!

Making them tradable is extremely unlikely to make them cheaper.
That does happen occasionally, where the same materials are used for items which are much more in-demand, which pushes up the cost of the base material but not the finished product. (e.g. Soft Wood Dowels are much cheaper than the Soft Wood Planks used to make them.) There’s also rare exceptions like precursors where players getting them free as random drops or relatively cheaply (if they’re lucky) from the Mystic Forge pushes down the price.
But unless I’m missing something the most expensive components in all the 4-stat equipment are the upgrade materials which are specific to those items, they don’t have other uses.
On top of that you’re highly unlikely to see players making excess sets while leveling crafting because, as you said, it requires a recipe and gives less XP. So all the ones for sale on the TP would be ones made specifically to sell for a profit. Meaning the price will be the cost of materials + TP fees + however much profit the seller wants and you’ll have to pay all of that instead of just the cost of the materials.
Of course some people might consider it worth the cost to avoid the hassle of crafting their own, but it would be a trade-off, not a way to save money.

It has nothing to do with HoT. Many of the post-launch (2012) recipes are like that; celestial, sinister, zealot for example. They were designed to keep you playing.
I’m pretty sure they aren’t tradeable mostly to make you farm the maps in order to make them. IE to force you to play the content to get them. Not because they were worried about a non HoT owner seeing them on the TP (that would actually be extra incentive to buy the expansion, as they would be able to see directly the gear they were missing out on…..)
