How do I counter this?
If someone is downed 5 times in a row they are insta-killed. Each time you down someone they have less and less health, to the point of being killed instantly after a while. I find it hard to believe that a ranger, even underwater, got downed, then up, 5 times…
In sPVP though, you don’t have Downed Penalty, so it’s completely different, Rangers are nearly immortal there underwater.
So it was probably a bug or something
Just imo rangers underwater downedstate is bugged since their pet heals as good as a reviver and they can continue to heal if they die during the heal and you can’t stomp them underwater.
Report is as a bug as I guess and hope many of us have and we will have a fix soon I hope.

It’s not a bug, the pet just heals that much.
If it’s not a bug, it should be and still should be reported, since Anet will need to address it at some point.
There is a cool down on calling new pets, a cool down before you can use them to heal after down and between interupts. To be able to call 4 pets rapidly enough to survive multiple attacks and no one can push the pet off the character sounds like a bug.
It was an oversight. The huge pet heal mechanic is intentional but was designed around land and being able to stomp the ranger. It will get nerfed for underwater combat soon enough.

You do understand why underwater stomping can’t exist, right?

Next time you’re downed on land, try pressing your character movement keys.
Then, when you’re downed in the water, try pressing your character movement keys.

This. Only make it “spearing”.
And players shouldn’t be able to swim around while downed (it’d be pretty hard to finish someone who could just swim away).

Seems like a very minor quibble, here’s the super easy and totally obvious solution:
once someone initiates the “stomp/spear/finisher” animation on your drowning body, you get locked in place for the duration.
