How do I report...?
You can send an email to exploits@arena.net or submit a request through the usual webform to the CS Team. Top of Page – Support – Submit a Request.
Good luck.
I was told just to right click on them and report them for botting in the PvP community forums.

Botting is not the correct category, and I think Anet frowns upon false reports of botting. I know I would want the false accuser reprimanded if they were accusing me of botting when I wasn’t. Isn’t there an “Other” category to choose from where you can describe exactly what they are doing?
It’s a medical condition, they say its terminal….
someone was disinterested in pvp? better raise the bat-signal

He’s saying someone on his team decided it was a lost cause so basically AFK’d the rest of the match. If I remember correctly, that is specifically against the ToS and is considered game manipulation. Rather than go AFK/sleep, the person that feels it is a lost cause should leave the game entirely and let someone else jump in. But they want the credit for playing a match so they would rather sit around doing nothing.
I’ve seen people decide games are a lost cause when it is 100 to 12 (basically within the first 5min). They call their team idiots then AFK at the spawn, when in reality, it’s very common for a team to come back from that kind of deficit. I’ve seen comebacks from far worse spreads. By AFKing, they are completely wasting everyone’s time, and some have gone so far as to accuse those people of manipulating the game so the other team wins (perhaps they know someone on the other team). It’s a ban-able offense to purposely lose in PvP and can be reported.
So, if someone is legitimately disinterested in PvP, they need to leave the game. Not AFK the rest of the game…

While I’m not sure how you’d do this in team PvP, in WvW at least it’s possible for someone to abuse the system this way. Have a second account on an opposing server that week, and park a character in WvW to take up a spot on the server. That will lower the max number of real players the opposing server can field in WvW. (I’m leaving out a few details to avoid step-by-step instructions on how to pull off this exploit.)
A single player doing this won’t make a difference. But if a bunch of players do it (say several WvW guilds on a server all decide to do this), it could affect the number of “real” players in the other server’s WvW by 10% or more.
So stuff like this absolutely should be reported so Anet can detect a pattern to the abuse if there is one.

No there isn’t, that’s the problem I listed to ArenaNet and the PvP community responded to put it under botting. If there isn’t a right category to put it under, then I and others can’t say its a false report. If Anet doesn’t come out with the category of “leeching” as they did in GW1, then what other choice do we have than to report them as botting?
Leeching is basically botting but with no movement, so I agree with what the PvP Community is saying. Until ArenaNet gives us an “other” or “leeching” category.

I don’t think you understand what botting is. Botting is typically having a 3rd party program do keystrokes for you, play for you. The “leeching” as you’ve described is someone purposely sitting still at the entrance to get some credit from a PvP match. I don’t think it can ever be called botting if there are no scripts/3rd party programs involved.
I’m not saying that the botting category is wrong for your complaint, since apparently they have no appropriate category for what you described. But saying leeching is basically botting without movement is a bit of an overstatement, IMO.

Once I reported not long after start of the match for being afk.
Reported for botting.
10 sec later player got removed from match, and new one has joined.
Previously as I played Aion, there was a huge issue for people afking in team pvp arenas.
It is indeed irritating.
