Hello!

I’ve been wondering how skins from the Gem Store work. It says in the description that using it on an item will change its appearance once and will also unlock the used skin for my account-wide wardrobe.

Does this mean, that if I have another item and wanna change its appearance too, do I have to enter my wardrobe and change the appearance to the skin I’ve unlocked by consuming a Transmutation Charge?

So they don’t work the way clothing sets work, in the way that I can like change the clothing set whenever I want to without consuming anything?

Yes, you can apply the skin once without having to use a transmutation charge. The skin is also added to your wardrobe. If you want to apply the skin again after that it will cost you a transmutation charge. However, outfits and gliders can be used as often as you want with no transmutation charge cost.
