How to Condi Reaper on a budget
Everything I say is only in reference to PvE and WvW.
I’ve been playing this game for a year now and I still don’t know exactly how Chill works, apart from the slow effect, obviously.
If I cast a skill while chilled, is that skill’s cooldown increased by 66% or does the game just add .66 seconds to the cooldown per second chilled? Similarly, are my existing cooldowns instantly increased by 66%? I feel like I should know this but it’s hard to test and the game’s UI doesn’t update the cooldown numbers, it just has them count down more slowly.
“Movement speed decreased by 66%; skill cooldown increased by 66%; stacks duration.”
Say your skill’s cooldown is 15 seconds. Being chilled would add 9.9 seconds to the cooldown.
Doesnt work. I’ve been spamming all skills while being chilled. It never got extra cooldown. 20 sec cd, remains 20 sec, 5 sec remains 5 sec, etc. I’ve been keeping this a secret since, chill spam would become ridiculous OP otherwise, but since the thread started anyway: Chill 2nd effect, doesn’t work. (And i think it’s good, it would be op, locking down enemy completely).
It lowers the recharge rate of your cooldowns so that skill with X seconds of cooldown takes 1.66*X seconds to recharge.
In other words it makes yours skills recharge 39.75% slower (1 – 1/1.66). Shown number stays same, just gets decreased slower.
And this also works in PvE.
So basically the timers UI are bugged/ not up to date for how chilled works? Behind the scenes your skills recharge slower?
Does this apply to auto-attacks as wel?

So this is a one-time debuff applied to your skills that are on cooldown or cast while chilled?
To put it differently, let’s say I have a 10-second-cooldown skill. I get chilled for one second and cast it in that second. Its cooldown is increased to 16.66 seconds? If I’m Chilled again, does that increase to 27.66 seconds? If I cast the skill without being Chilled and am hit with Chill after 5 seconds have gone by, do I have to wait 8.3 seconds to cast it again or 11.66?

Actual cooldown is not touched, it just decreases slower while you are Chilled.
I don’t know how it works with skill 1.
If an ability you have is cooling down from 15 seconds….
15…. one second later… 14…. one second later…. 13..
Then you get hit with chill
13…. (1.6) seconds later…. 12…. (1.6) seconds later…..11
Chill falls off.
11…… one second later 10…… one second later 9….
Chill works. Just not the way people think it does.
It also does not affect Skill 1 since they do not have cooldowns.
