How does Torment work? Please help

In my build it say for 1 stack of torment for a duration of 7 second 588 damage if the person is not moving. So my question is, is the damage 588 per second or for the whole 7 seconds?

The whole 7 seconds.
The tool tip always show the total damage, after the full effect.

Charter Vanguard [CV] – HoD
~~Bardy Belzebuson – Ranger~~ Sir Belzebu – Herald
(and the other 8 elite specs maxed too)

I’m sure.
You’ll get 84 damage per second from your description.
