How does one acquire fortune scraps in this event?
Kill a lot of mobs and eventually one will drop kite fortune and get it there?
Open lots of bags?

It’s not dropping at the moment. They’re bound to the festival of the four winds. It’s unknown if the festival will ever happen again as the Zephyrite airships were shot down in the beginning of Living Story Season 2.
