How does streaming work?
Have you hit the Log In button? I actually got confused because I usually hit that so automatically fast that I forgot I hadn’t done so when getting this patch. You should be able to Log In while the red bar is progressing, at least I could do so in previous patches.
The Play button won’t work if you’re not Logged In.

I am indeed logged in, I doubled checked that… I also double checked the tag, it appears to be spelled and formatted correctly.
Well now it is just continually crashing the launcher… time to disable it… you think they’d try testing it before implementing it…
Well, this is still beta-functionality. If you use it, you’re the tester. It worked pretty smoothely for me. The play-button didn’t unlock immediately when I hit the playable-mark, but 1% later I was able to play.
Also: You have auto-play enabled. Maybe that’s the reason you can’t press play manually? I guess there’s still a problem with auto-play and streaming-client.

I don’t even know how to get it to stream. When I add the “-StreamingClient” to the end of it, I just get a typical “file location cannot be found” error.
What am I doing wrong exactly?

You need to add the -StreamingClient part outside of the quotation marks, e.g:
“C:\Program Files (x86)\Guild Wars 2\Gw2.exe” -StreamingClient
