How is ANet improving the cosmetic "endgame"?

It’s a simple question, but I think it’s important. If cosmetics were to be the endgame of GW2, then what is ANet doing to improve that endgame?
I’m not talking about a new skins, by the way. Those are always welcome, and expected. I’m asking about quality of life improvements, and things to make that endgame more enjoyable. Looking at the rest of the stuff they’ve added and changed over their first year, it seems that this area of the game has seen next to no improvement at all.
So, what have they done to improve the cosmetic game?
You can now be a sparkling fairy with those blue wings and cause epilepsy with your brand new skins. By the way, if ANet is so fond with glowing skins, how come not a single NPC uses them? Or why aren’t those skins used to promote the game? /tinfoilhatoff
