How to fully opt out of the streaming client?
Well, ‘Off’ is one of the options. I’m not sure it does anything if you haven’t added the command line argument.
Did your launcher change? Because if it hasn’t, it could be because you haven’t enabled -clientstreaming.
Regardless, according to the blog, when it is added to the client (without having to use a command line argument), you will be able to choose not to use it (which I imagine uses the very same option of ‘Off’).
Also, you can choose not to use it once you are in a map, as a window will appear asking if you want to continue using background streaming (should you have decided to enable it).
Oh! And if you don’t have the ‘Off’ option, it may be because you haven’t enabled -clientstreaming in the first place.

You could also turn off autoplay and simply don’t click the play button until it is finished.
I have mine on a schedule using a shortcut with the -image tag to check and download updates daily. GW1 had content streaming by default, not sure why GW2 didn’t but then again, GW1 had a lot of great things they left out of GW2.

This is what I do for both GW1 & GW2; I prefer to do all my waiting upfront, rather than while I’m playing.
GW1 had content streaming by default, not sure why GW2 didn’t but then again, GW1 had a lot of great things they left out of GW2.
GW2 is more complicated and its game files are much bigger.
@Inculpatus and Khisanth: as long as those suggestions make the client to download all files before launching, I’m fine with that. I just wish they’d go into a bit more detail on the ins and outs.
@Lil Puppy: you circumvent client streaming and then say that it was a good thing in GW1 that GW2 left out? O_o
Bottom of the options (F11) first screen you can set it to off.
