You can preview them in PVP_bank, and its from Charr legions (blood,ash,priory)

I have a lvl 80 charr, completed story mode on blood legion but never ever seen these shields.. only on some npc’s and from pvp_bank.

Oh dear lord, that pvp_bank script is still rampant.

Anyway, I’m not sure where exactly, but I’m fairly sure they are karma weapons in ascalon. Maybe, anyway

They are pretty low level karma items, yes. Or PS rewards. (btw I recommend PvP Locker to avoid the filter, since it’s actually called the Locker). Definitely in Charr areas. Try the Dulfy guide to find out more info.

You get these from various karma (heart vendors) in the Charr starter zone/map.
