How to make item "soulbound on use"
The point of making something bound on use is so that it cannot then be traded away again. Salvaging or mystic forge is the only way to recycle bound items. Certain routes of transmutation will also allow you to make the skin account bound.

There might be a way, but you will not be able to sell it on the TP, only put it in your account bank and pick it up with another toon…maybe.
You would have to add a non soul bound upgrade to it, which may make it “soulbound on use”.
