I found a post by someone who found him and they have a screenshot showing where he is.

Hungry Hal- you need to feed him a bunch of Ember apples ( which you get from some trees near the heart guy in Osprey Pillars.
Carry the apples (one at a time lol) to Hal who is up on a ledge above Sloth Queen’s Showground just to the south. He is just sitting there : )
Looks like you need to give him about 50 apples ( or so I’m told)
You can either use the lava tubes and glide over mid leap after the 2nd tube ( group of enemies right there so be careful where you land) or climb up and glide back from the Caliph’s Steps ( also bunches of enemies).
You have to carry the apply all the way, so no weapon skills, but you can still use the other skills – ie healing etc.
that sounds awful. 50 apples? holy cow
Each map has 14 apples, after that u can just change map and do them again. It’s boring and braindead but doable.

If walking a dozen apples from point A to point B is fun, then carrying four dozen of them will be four times as fun.
I just saw someone give him more than 1, apples kept falling from the sky and I asked how many they had, they told me 19. Now just saw another guy do it, told me he was wep swapping.

Before I found Hal I had experimented with the apples. You can drop them on the ground, fight, then pick them up again.
Which leads to the plea I saw in Map today asking players not to steal other player’s apples, it’d make Tybalt sad. So, um, don’t drop them near another player just in case that player is unkind. I’m not sure what category “stole my apple” would fall under for reporting.
Though the handful of apples I ferried today never needed dropping, if you use the lava tube + glide option you will find almost no aggro on your way.

I was going to do that until I saw 25 players crowded around Hal. Several of them were sitting there for the specific purpose of “stealing” apples. This entire achievement seems designed to anger players in as many ways a possible.
you dont need to steal apples. just keep dropping your 1 apple over and over again, and the poor kitten gives you credit for your slick moves

That doesn’t work because the apple despawns after a few seconds. So if you try to fight one of the hard mobs around the area your apple will disappear before the mob is dead. Stupid.
I think I am going to stay well clear from doing this achieve until they put in a fix for it. Who knows some people may get banned here……
Sure you may not be making a bank or anything out of it by using this exploit but an exploit is an exploit and under the rules still at risk of a ban. I have delivered 3-4 apples so far too, the intended way. Guess I’m gonna have to wait.
I’m just enjoying how Hal is to ember bay as Mankrik’s Wife was to vanilla barrens. Every half-hour or so someone new asks where he is in map chat.

No one is going to get banned over this. Bans only result when people abused an exploit in a way that hurts the game for others (which could include repeatedly advertising it or just using it over and over again). Even in the most controversial mass-suspensions, only a subset of those taking advantage of a loophole in the game mechanic were affected. The cutoff for karma weapons was, I think more than 50 forges (200 weapons) and for snowflake trinkets it as about 50 salvages.
I think it’s fine and perhaps even admirable for you to make a personal decision to avoid doing it, for whatever reasons you have. Still, let’s not exaggerate the situation.

Unless some “friendly soul” will keep training two nearest groups of jade constructs right to the spot, which results in almost 100% coverage of AoEs knockbacking everyone from the platform.

I am not exactly exaggerating. For me it’s more of a “why take the risk?”.
If something is against the rules, yet even if the “exploit” or whatever you may want to call it seems justifiable (which I have seen people use as an excuse in map chat because the task is annoying/hard otherwise according to them) why take that risk?
Why give someone with the power to ban you a good reason or excuse to for whatever reason they may want to using this as the reason? I just wouldn’t. Also in other games I have seen people banned for similar things as this, so again why take the risk, it’s just not worth it.
Lastly for those of you who are like me and will do this task the intended way here are 2 tips:
1 – If you have done the story talk to the ringmaster after obtaining an apple. You will be able to glide from here to Hal within a very reasonable time frame.
2 – If you have not done the story yet there is another option. Use the tube near the WP near the apples and you will be shot through to the Skull near the Jades. From here you can glide SE safely to Hal.
I believe these 2 methods were the intended way to complete this achievement.
