I am level 14, but..
Going to other low level zones for the other races is a good plan, that or crafting will net you some decent XP but can be expensive if you do not have the materials already. Finding more dynamic events around Queensdale and so on.
If you have fully explored DR and Queensdale and done your Personal Story quest up to that lvl 16 step, you should be set. The next area south of Queensdale is Kessex Hills, which is level 15-25. You will be perfectly fine going into that area, the mobs will only be a level or so above you.
If you would prefer to get to lvl 15 first, make sure to get 100% completion, pay attention and run a couple of events in Queensdale, or go and do some crafting. Any of these will help contribute enough EXP to make sure you ding up.
In the future, consider using Chef food to help your XP progression or even consumable Boosts from the item shop / Black Lion Chests.
My warrior was lvl 17 before I went to Kessex Hills because I waited until I had 100% completion in Queensdale. But maybe you didn’t get to do as many Dynamics or something, I dunno.
If you go to the map and zoom out some, it shows you the levels of each area.

I got some xp boosters, but I been saving them, for what I don’t know =)
I am half way to 15, so maybe i will just go into a killing spree in some other lower level – tho I will be scaled down, should be fast.
Yeah, I got 100% map completion in Queensdale and Divinity’s Reach. I did do some crafting, with the mats that I had. But, don’t really have much money either, so can’t really buy too much =)

it is good idea to visit other low level areas to atleast fetch the extra skill points from them and do events while at it and why not explore.
and there is little point save the exp boosts as time per level is pretty constant. actually for me the last 20 levels went really fast

Those XP boosters are best used at lower levels, you’ll be the most likely to notice the (very small) boost you get from them then. That is also the level range where you’re most likely to find yourself lapsing behind the content in level, especially if you’ve not been studiously gathering/crafting or mapping out cities.
Once you get around level 30 the world starts opening up more, you get more options, and you’re more likely to find yourself outpacing the content instead of falling behind it. I hit level 80 with 35% world completion.
I highly recommend cooking as an entertaining trade skill, especially if you have the fortitude to avoid looking at a guide online and treat the discovery as…discovery. I had more fun with cooking in GW2 than I’ve ever had with crafting in an MMO before. And you can do it from the bank now, which handily eliminates the one highly toxic element of cooking I hated.
