I assure you they are not, even thats not a big deal though. Its not game breaking in any way.
There’s been several worse patches, one of the worst ones I can remember off the top of my head resulted in all of my characters being forced into a looping load screen. Game was unplayable.
Just logged in with no issue. I used a spare character just in case
I logged in about 3 hours ago and got hit with the bug – my first (low level) character was fine then I logged into my level 80 main and my training tab said I hadn’t unlocked and skills or traits (but I still had them all unlocked in the build tab), the story tab said I had to buy Season 2, my PvP track progress was gone. I didn’t get to check achievements but I assume they were affected too.
About 10 minutes later another patch came along and that fixed it.
But even if not it was only the UI that was affected. I didn’t actually lose any progress on anything, even while it was bugged.
So no, you have nothing to worry about if you log in now, and neither does anyone who logged in while the bug existed.

I don’t know that I can actually find one certain patch that can top them all, each buggy patch in the past had it’s ups and downs for certain people. For me, the worst one had to be when this one particular bug after a patch that caused any character that was in a couple of specific zones to not be able to log in, the game froze, and had to be closed manually from the task manager. My problem with it was I had every one of my characters parked in the specific zone that it was crashing on, so I was totally unable to log in until it was fixed.

If you believe the patch notes from a week later the buggiest update was probably the September feature pack. But I’m pretty sure a lot of the ‘bugs’ in that update were actually intended – things like diving goggles being disabled on low level characters and skills unlocking at extremely high levels – and they were only changed because so many people were so negative.
Bug Fixes
- Fixed a bug that occasionally caused the Content Direction System to direct players to higher-level zones when a more appropriate zone was nearby.
- Fixed a bug that would occasionally direct players using alternate characters towards the dodge tutorial before level 4.
- Diving goggles now unlock on an account-wide basis rather than a per-character basis.
- Fixed a bug that occasionally unlocked collection items incorrectly.
- Fixed the text in the options menu for the Content Direction System.
- Fixed a bug that prevented some accounts from having vistas now unlock on an account-wide basis rather than a per-character basis.
- Skill challenges now unlock on an account-wide basis rather than a per-character basis as originally intended.
- Utility slot skills 2 and 3 now unlock at levels 17 and 19, respectively.
- The elite slot skill now unlocks at level 31.
- Elementalist F4 commands, mesmer F3 commands, and guardian F3 commands now unlock at level 17.
- Mesmer F4 commands and engineer F4 commands now unlock at level 19.
- Skill Challenges are now visible at level 13 instead of level 15.

Just logged in to do the dailies. Haven’t noticed any bugs. Mildly ticked off about the Mirror Blade nerf though. :P
I just lost 40 gold, because the TP seems bugged. (klicked several times for a 20g item, had 50 g… poof) And I still don’t have the item(s)
I didn’t notice there were problems really. O_o
