Guild Wars 2

I’ve discovered in the patch note a bunch of runes which were totally new to me. Like rune of Aristocracy, or Rune of Orr, or Rune of the Forgeman.
I can see them in pvp, but how can I get them for PvE ?

I got a minor rune of aristocracy in pve last time, but it was soulbound. Does it mean I have to be lucky enough to get the 6 superior runes on loots ? I can’t buy them ?
