My friend asked me to transfer to Desolation, since it is free. When I tried, however, it said it costs 2400 gems. And it’s not the only world, there were a few others where you had to pay 2400 or 800 gems while every other world had free transfer. None of them were full.

We are both in EU. According to him, it’s supposed to be free transfer because of the WvW tourney.

Why is this? Is there something we are missing?

Not all servers are free. Check out this page: to find out about the pricing. https://www.guildwars2.com/en/news/get-ready-for-wvw-spring-tournament-2014/

It’s not free to transfer to all worlds. Far from it.

There is the list of costs for each world.

Deso is in the top tier and costs 2400 gems.

The free ones are ranked between 15-17 and 23-27

Free to low pop/low ranked servers, expensive for high pop/high ranked servers. It is to deter people from abandoning their servers for greener pastures.

2400 gems = $30, which will deter a LOT of people. And those it doesn’t deter only adds to their revenue. Win/win for Anet.

I won’t stop because I can’t stop.
