I had a way to actually tell if the intended recipient has that item unlocked already!

Some of my friends are “the person who has everything” types or so it seems, and I’m afraid to buy anything that is not completely new because of that. My wife got a duplicate gift once from a guildmate and had to file a support ticket—naturally she didn’t tell the giver about that.

Agreed

I’d also like to add a way to gift previously purchased items

I’d be more willing to buy new things if I could donate my older items to friends. Musical instruments, toys, gathering tools, and so forth these things are account bound but not in inventory so they take inventory space. If a new instrument is released that I want I’d like to gift/trade in my old one to get a new one and at the end of the day its still a sale.

The simple way to do it would be for the system at hand to tell you before sending that x player already has (y account bound item) and prompt you if you’d like to send anyway.

I got a duplicate item as a gift of something I had already bought and i filed a support ticket and they told me too kitteng bad. I was like wooooow great customer service there. So I don’t buy outfits for anyone ever or minis or anything unlockable unless the giver specifically requests it now because of that. Just lost revenue for them. I still have that outfit sitting in my bank to remind me too. Along with the duplicate bubble glider that I got that I didn’t bother to file a ticket for because of the previous bad customer support.
