Are you referring to HoT PvE sigils? You can buy them for 200 tokens if I remember correctly from Itzel / Auric / etc vendors once you have unlocked some masteries (xxx Acceptance / Language).
Thanks for the response. I was referring to the new sigils that were datamined for this patch- “whirling deflection” and “explosive vortex”.

A lot of what is datamined does not come with the patch it is found in. In fact, a lot of what is datamined never makes it into the game.
