I know male skimpy will never happen, but...
This seems a… Very specific request to demand.
The thing is, GW2 is a MASSIVE game. More massive than GW1, and much more massive than Runescape. As such, it is limited to AAA design principles, methodolgy, and time. The ANet team for GW2 being over 300 in total. So what does that mean? It means that suggestions are no longer simply a 1-2-and-poof process. WIth all these resources dedicated to merely maintaining the game, adding content is not a trivial thing. It requires, at very least, time from the dev team to create and test fully and completely. And even after that, depending on the feature, it may require long-term support afterwards.
This may be wrong now, but I believe that GW2 is really snapping at the heels of WoW now in terms of player base if it wasn’t before. And if that’s really so, then that means GW2 has a massive userbase. And if so, that means they get THOUSANDS of suggestions. And at least half of the people who suggest things don’t even know the first thing they’re talking about.
Now, having said all that, yes, they certainly do read suggestions, but it’s just one of the many ways they decide what content to produce and when. Time for ANet is literally money, and they cannot afford to be sloppy in what they spend their time developing and testing. It’s sad but it’s true.
I too hope we get more skimpy male armors. At least some more armors that show off charr legs, for all armor weights.

Though, I’m sure for reasons that would involve lawyers and waivers and IP rights and publication, we won’t see your exact idea, but if we keep pushing for it, we might get some more revealing dudeclothes. Someday.

I think it’s less this specific idea, and more how many good ideas and suggestions are ignored in general.
And that IS a problem.
Over its lifetime, the ANet devs have taken bold steps to move GW2 from it’s rather unique origins and move it solidly into WoW’s shadow. This does broaden the appeal to those more familiar with the WoW mindset, but it also risks GW2 becoming just a second-rate WoW. GW2 needs to shine in order to cast off that shadow, and working more closely with their player base would be a very good start.
Now, I’m not saying that every player suggestion is good. Let’s be honest, there’s a ton of them that are just downright awful in every way. The problem is that the good suggestions are ignored as casually as the bad ones.

Not really. I’d figure that a few sets of skimpy male/covered female would go a long way towards balancing things, especially for light armor.

I sometimes wonder if every set of players think the company that runs their game of choice is the worst at listening to players. As someone who has played more than one game? Anet is FAR from the bottom of a list of how well companies listen to players. I was pleasantly surprised by a few things when I started playing GW2 actually.

I don’t vote for disengaging from the forums on grounds that “they don’t listen.” There’s been a number of forum suggestions that have made their way into the game (the wardrobe was a big one). You have to be putting in suggestions for what you want to be even considered, but many people imo think their suggestion requires only the proverbial ‘flip of a switch’, and in addition don’t realize the vast number of suggestions that stream in that need to be evaluated for how easy/cheap to put in and the number of people who want it.
As to skimpy male armor, who knows, maybe there’s a reason. In spite of people asking for it it might not be actually wanted in game and maybe ANet has the metrics to see this by seeing which armor pieces that do show skin are used in game. All we who want it can do is ask.
ANet may give it to you.
