There’s considerable savings for the bundle with the bank tabs, though a lot of the other rewards are RNG and/or cosmetic.
I actually regret getting the other package (the one without the bank upgrades).

Consider it like this. Bank tabs and bank tabs equal about 2,000 seperately.
1200 for 2 bank, 800 for 2bag slot. the 10 keys and 30 dye are sorta a bonus, with it being a chance at something nice, (true range may ruin it, but you never know too)
I’ve unlocked most dyes already, so the bunch of account bound dye is actually a turn off for me.
If that flat out wasn’t a part of the deal i might have bought it (i need bag slots, i like black keys, and bank tabs are never unwelcome) – but buying something i don’t need and can’t use even on top of a good deal is offputting.
Is it worth it? At discount price, yes. At full one? Not really, unless you’d be buying the slots and tabs anyway. The price for buying them separately and in a package is the same.
Mind you, the price turns into completely ridiculous once you’ll have your bank fully unlocked, so it’s likely not a good buy for veterans.

The dyes are only account-bound until you identify them (can’t use them for Bifrost, basically), the resulting dyes can be sold or put in the Mystic Forge like any other.
