I move slower than other people
Yes there are trait buffs that don’t show. Swiftness and superspeed are speed boons that show. There are also tons of movement skills like thief shortbow 5 that speed you up.
Edit: Speed is one of the most important things in PvP so you won’t find many people moving at base speed.
Is your character a Norn? Smaller characters “feel” faster.
If the “archer” is a druid then yes he’s faster than you, it’s a trait.
Thieves are the Usain Bolts of GW2. If you’re not a thief you’ll always feel slow next to one. If the thief is a daredevil, dodge can be swapped for a leap or a very good movement skill (though the later isn’t really for PvP).

For the cases where classes do get a passive movement buff (Warrior with melee weapons, Chronomancer, etc.), it doesn’t show up as a buff, no. Thief doesn’t have any such things, though.
Assuming the thief and ‘archer’ don’t have the visible Swiftness buff, they could be using various other skills to move. Infiltrator’s Strike on a thief’s Shortbow weapon will teleport him 900 units away, and can be used repeatedly. Similarly, attacks like the ranger’s Greatsword Swoop will dart him forward greatly. People will use these ‘attacks’ outside of combat to cover ground more quickly, or de-target enemies in battle and use them to escape.
I may be wrong, but it could also be your processor.
Any of you know of a good way to get some extra speed out of a Necro without using a Signet of Locust? There’s also a specialization for Movespeed with Dagger, but I’m not too interested in that, either.

That dagger trait and Speed of Shadows (+25% movement speed in Death Shroud) are your only traited speed options as a necro. You have warhorn 5 for swiftness, but that’ll put you into combat if you so much as look at anything that can be attacked. There’s Spectral Walk for more swiftness (which I think can be traited to have a shorter cooldown), but you’d have to sacrifice a utility slot to keep that on there.
You could mess with runes that give extra movement speed or runes that give swiftness.
