I thought I'd come back to GW2, but...
Servers only effect WvW. Everything is megaservered.
Also. Transfers have cost gems since….after the first few months of release. Shows how much you actually played.

It always costed 1800 gems to switch from eu to us mate thats becouse they have to transfer your account bettwen server clusters.
Guesting isn’t needed any more. All servers from the same region use the same mega server. If you happen to get into a different instance you can party up and then select join in map by clicking on there portiat.
The server transfer wait period is because of wvw.

My, you have been away for a while. It’s been a long time since server transfers were free. Within regions, servers only matter for WvW. Between regions, as you’ve noted, can get expensive if you plan to do it frequently.
While I understand and sympathize, I doubt Anet will fold on this one, as there just is not enough demand.
Server transfers are almost always free at the launch of a game. I’ve played 3 other MMOs at launch and this was always the case. Then they cost gems/monetary currency after that. Welcome (back) to MMOs.
If you take some time to think this through….
Free server transfers would be awful for WvW. People wanting an easy win or the bonuses that come with being in the lead would just transfer to the winning team.

Just so happens when I quit, I left my character in a US server…
Now, year or two later… server transfers cost 2000 GEMS? WTF? And they lock you out for SEVEN DAYS?
(though you can transfer for free if you delete all your characters? I mean what the kitten is that for?)
And it’s great that you can create free accounts.. that are not even able to SELECT a server, they just assign you randomly to one? Yeah, nice one. We play together – each their own and just describe what the others do?
I though I’d get HoT and start again, but yay, I can’t play with any of my EU friends anymore, unless I pay for an ADDITIONAL 2500 GEMS? And my wife and son can’t even select their preference so they could play with me on the US side, nor can they even select to be on the same server (yeah, this isn’t that bad of a thing because “guesting”, but it is still an unnecessary step).
I have never tried to delete all my characters to transfer for free – it probably doesn’t work anymore as anet finally took a look at the coverage issues wvw is having.
You have always been locked out from transfers for a week, that at least for 1,5 years (that’s when I transferred first) – the highest amount of gems you have to pay is 1800, so no idea where your 2500 is coming from. If you only want to transfer to EU or NA, take a lower populated server (500 gems) if you want to play pve only. The only time you can’t play with anyone of the same region is in wvw. (Others already stated that we’ve got megaservers (for 1,5 years now) which means that all people from the same region are theoretically put onto the same servers)

If I were you OP I wouldn’t buy the expansion. Waste of money for someone to play, maybe a month, then be gone again for another 2 plus years.

Well, it sure didn’t back at launch. I must’ve switched servers 50-60 times and never paid anything.

I’m guessing you meant this as dismissive and offensive, but you’re actually totally correct – that’s exactly why I didn’t play that much: I didn’t like the game as much as I though when I bought it. At launch there were “some problems” (*cough*scaler*cough*) and it wasn’t the “holy grail” of MMOs as it was pretty much marketed back then.
So I played.. what, four months? Six months tops, not more than that for sure. Like you said, specifically because I didn’t like it as much as I though I’d do. It grew bored of it VERY fast (sadly) and left.

My bad. I meant 2000 gems (which is close enough 25€ so I messed it up). If that is true (I haven’t checked) that you can transfer to low-pop server for less, I think I’ll take that one, thanks. But all the server I tried just gave me the 2000 gem price. (I have 400 gems on my account and it shoved I was 1600 short for every server I checked).
And that megaserver does sound good… so I wouldn’t even need to do the worldselect → guest → play anymore? Just teleport to guildies/party and off we go? That does sound good. (I never cared about PvP, so I don’t care about the WvW limitations).
As long as you are on the same region you can play with anyone.
The free accounts get one free server change if they buy the game, by the way. It should say that there if one tries to change worlds.

There are 10 EU servers with medium population – transferring to them costs 500 gems. Try to chose one with the blue EU flag though as they are “English”. (Here’s why: ) Megaservers mean that you’re grouped with people from all other servers but preferably with those who are on the same server like you. So LA it’s ~50% your server, ~40% all other servers with the same language and 10% with other languages who didn’t fit into another LA. As an example, can happen to anyother map but those are mostly not that populated anyway so you’ll be probably mixed with all servers.
But if you want to play together with a friend, just group up, right click on his name and “join in xyz” and you will be redirected to the map he’s on.
