I believe you can get Seraph armour through Karma vendors.

has anyone actually joined the circus? i saw that and was like really? the circus? in the middle of war that is 33% of our storyline options? anyways is it a compelling story arch?

my friend joined the circus with one of her c haracters, and i must say…well, i apologize to the one who designed that story arch, but it was just….not really believable, we laughed at it, not with it, somethings where quite predictable..but it wasnt our coup of tea for us, for some it actually may be nice, but overall it just felt out of place for us two

I joined the circus and all the cloak and dagger, dress up stuff made me later join the Whispers and it made sense to me since my character is a Mesmer.
I loved that story line.
@ OP yes that armor is human cultural armor- not sure which tier though

It’s Tier 3 and expensive. However, a few Seraph weapon models are available as Story rewards—I don’t remember which ones—but they’re the Greatsword, Staff or Hammer.

Edit: That was on my Guardian. I imagine other professions get other models.
