So is there a reason that some tools such as the Bone Pick and Consortium Harvesting Sickle are not account bound? While the Frost Wasp logging Tools are? i must admit i feel a kitteneated not being to use Account bound items across my account.

Have those two items in your inventory (not equipped). Speak to a Black Lion Weapons Specialist (by a Trading Post in any racial city or Lion’s arch). That NPC can exchange a soulbound harvesting tool for an account bound one.
