You’d think so, but consider Scavenger’s Chasm then. It was a daily a few days ago. The jumping puzzle is at the southern edge of Malchor’s Leap, the area is permanently blurred whether you’ve been there or not. There is literally nothing else to do there but the JP (that and a few orichalcum nodes that are sometimes there). It has no points for map completion, no events, nothing else to do there. And yet you can still glide throughout the entire JP. It doesn’t devalue the JP but you can shortcut certain parts by gliding.
For Coddler’s Cove it doesn’t matter, because the entire JP is going upward. Gliding wouldn’t help you there. The only thing it does is preventing you from falling to your death when you fall from too high. Then again, the baby quaggans there res you anyway. In fact, if I do happen to fall there, I let it happen, just so I can be raised from death by cute baby quaggans. xD
But yes, ANet is inconsistent with their gliding prohibition in JP areas. I’ve wondered why but personally I can’t be bothered. I’m one of those people who refuse mesmer portals and do the full JP myself because I enjoy doing them.
There’s a lot of puzzles that wouldn’t really benefit from gliding but it’s prohibited anyway (Dark Reverie, despite being a massive pain to get back to and Morgan’s Spiral allowing gliding, for example), as well as places that prohibit gliding but aren’t even JPs (the big dredge mine where the spider guild rush is). It really doesn’t make any sense.
