I’m not sure where the shoulders (maybe the feet?) are, but the rest looks like Heavy Vigil.

Vigil Armour and Human T2 cultural shoulders. All can be obtained for less than 15g or so.

The armor looks like Vigil + Tier 2 Cultural Human shoulders.

I’m surprised that the OP thought this armour was unique to this npc.. pretty much every human warrior/guardian I know is rocking those culture shoulders.. and for good reason

The rest does resemble recoloured vigil armour
