but he really looks like a black skinned man on that picture

He looked pretty white (just with some tan, like his mom) anytime I saw him.

do you mean black as in african descent, or its equivalent in Tyria? or do you mean dark skinned.
he as always been dark skinned, in comparison to marjorie and kasmeer. He may be of african tyria descent, but he may not. Just like the real world, there are many people of various cultures/regions who can be dark skinned.

Thanks for the info. I’d honestly never read about Braham’s father, so that’s pretty neat to know.

Indeed, he’s always been brown. Norn come in just as many colors as humans, which hints that they weren’t always contained to the Shiverpeaks. It seems they condensed there at one point, like how the tengu have squeezed into the Dominion of Winds.
Maybe he got a sun tan? How to say this… People with darker complexions can sometimes look like another race. For example, I have a cousin who is half white, with more of an olive complexion, and she gets very dark in the summer, almost looking African American. So Braham having a light skinned mother and dark skinned father, would probably look black after lots of time in the sun.
Maybe he is using a new Guardian specialization skill, Stand in Shadows and Look Darker From Less Light on You.
