It should be just as refundable as full price HoT. So if you qualify for a refund and can deal with any account-affecting repercussions, you should be able to get your $25 back.

There should be no repercussions, other than reverting to whatever edition/status your account had before the upgrade, i.e. paid Core, Free-to-Play, etc.
