It’s allowed, so you won’t get banned, suspended or otherwise in trouble for doing it. But it’s also not officially supported by Anet, meaning there’s no guarantee it will remain a viable option. If they choose to make changes to the relevant areas of the game they’re not going to go out of their way to ensure key farming is still possible.
For example back in September they divided the personal story into chapters, with the first chapter starting at level 10, apparently because their researched showed that’s how most people played it anyway and they thought it would be less confusing for new players. This had a big impact on key farming because it had been possible to finish the story at about level 4, and now you had to reach level 10 before even starting. But that didn’t matter, nothing was put in place to compensate for the impact on key farming, people just had to adjust to the new system.

Anet is happy to allow it, but they made it slightly harder after NGE to tease us.
They didn’t remove it because they love us very much. Even more when we buy a character slot for it. And the ‘compensation for the impact’ was the addition of tomes of knowledge farming.

Key farming was the main reason that they changed NPE. Before you can get a key every 5 mins or so. Now it takes considerably longer. Though it’s a waste of time really, since you get mostly crap in BLC anyway. The only valuable thing is contracts and I’ve opened hundreds of chests and got not a single one.

Source where the NPE was put in place just to make key farming more difficult? That seems like a lot of work to change one small thing. Wouldn’t it make more sense if they wanted to nerf key farming as a main objective just to move the key to a later part of the personal story instead of developing an entire NPE around it? Also not 5 minutes or so for the old way. More like 20 minutes give or take a few minutes. Don’t make stuff up because you have some kind of agenda.
