Did you do the full chain? She only becomes a vendor after defeating the risen king.
I had that bug out on me when doing HOPE, as I recall. She became a vendor like she should but the moment I talked to her she vanished. Then I tried again and while I was escorting her she teleported back to the entrance and got massacred by mobs before I could run back to help her. The time after that worked.
I got this to work after my 3rd attempt.
