I think it is really silly to remove the best looking light armor in the game when 80% of the others are so bad even when combined (subjective? in this case no). Will this set be returned?

I doubt it. Though I would like to see all retired armor sets appear in the Gem Store.

Currently I use Drybone + Tactical armors for the similar appearance.

There is/was a post in forums that said they will but, no eta when it will come back.

The Tribal armor set and other armor sets that were sPvP-exclusive will be obtainable again at some point in the future. There is no ETA as to when this will happen.

I want that armor-set so badly. at least the gloves would look so awesome on my ele.
