Is the recapture gates of arah event bugged?

I’ve been around cursed shore for like a week and have never seen it start. Once I guested to blackgate and it seemed like it would begin but then it automatically switched to “The pact is strategizing at meddler’s summit”.

Level 60 pvp
Ele & thief main (full ascended)
Down with the braindead faceroll classes.

If they fail the escort from Meddler’s then it won’t open Arah.

It will often break and the escort from Meddler’s never starts.
